2003 2.7 cabstar. ?

Starts fine, runs fine, however have a lack of power when pulling away, I suspect turbo or acctuator? Is there anyway of testing either?or could there be another problem?

Remove inlet pipe from turbo and feel for play in the impeller,check inter cooler hoses for splits etc
