Don't think it could be wiring had loads of speedfights know these peds like the back of my hand . Right you said it won't start when ist rains or been raining first I need to know is it when you ride it in the rain it won't start after or cuts out when riding in wet if so check to see if there is a rubber pad wich protects the spark plug cap from letting in water I no it sounds silly because the cap is made out of rubber but when riding bike in wet back weel kicks up water from road direct on to the spark plug cap and it realy does let in water and cut out the bike if there is no rubber pad just replase it dry the spark plug cap and should be ok.

check all the wireing that you can see,, battery /spark plug, look for cuts in the wireing, make sure no water is getting to the battery, or other wireing anywere,
