How can I tell if the heater or thermostat is faulty?

I have a Hotpoint Aquarius TCM580 which is functioning normally except that there is no heat. Is it likely to be the thermostat or the heater and is there a way to test which is at fault.

Most likely thermostat. Can only test with a multi meter set on resistance to check continuity whilst unplugged. Both stats should have continuity.
