what is wrong with my zafira 1.6 petrol (02) it revs at around 3000?

zafira 1.6 petrol
for some reason when you start the car it revs at 3000 rpm like a automatic choke when it warms up it starts to fluctuate from 3000 to 1000

My last car, Ford Probe, used to do this when the engine coolant was low. Topped it up and it was fine.
