How can I fix de Dietrich oven cooling fan, double oven CR4844U1?

The cooker is a 10+yrs. range type. One large fan oven and a smaller conventional oven. The cooling fan is very noisy when either oven is switched on, we are assuming it is the cooling fan although the fan in the back of the 'fan' oven wasn't turning either.
Could it be the motor or just loose fan?
And.. How do we get to it to see? The manual said that the cooling fan is under the hob and there doesn't seem to be any obvious way to get the hob off.
