how to fix craftsmen tractor?

have a 20 horse 50 inch cut tractor by sears craftsmen that when you turn key on you have to wiggle clutch pedal and finally turns over, now it sounds like a real slow starter, is this a bad starter or solenoid or?

sorry but I didn`t mention it could be a faulty cluch safety devide too.

Could just be a bad connection if you had to wriggle clutch pedal but if you take a test light to solenoid when your tryin to start it you`ll be able to check it from there .....if voltage is at solenoid the go to the starter and check voltage there .......
Might want to use a volt meter to see if ya got a voltage drop going to the starter ...
