A Cylinder mower works like a pair of scissors - the rotating blades of the cylinder need to be set closely to the fixed bottom blade - the edges of both need to be sharply defined and the "set" has to be both close and parallel.
Unplug the machine - put it on a bench or table and examine what's happening and adjust it accordingly.
Alternatively have a specialist do it for you.
When properly set up - and as you carefully rotate it by hand - the cylinder should be able to make a clean cut on a piece of paper.
