hi-ya my farther has a creda 79141c storage heater which comes on heats up but will not go off it just stays red hot could this be a thermostat problem?

As a rule power to the storage heaters is controlled by the power supply company either by a timeclock or a radio controlled meter in the meter box.Power usually comes on at 12.30am to 7.30am.Is there power all the time? or is it the fact that storage heaters get hot at night and give off heat all day by design
