Creda Continental Double Oven?

I have a built in double oven Continental Creda cooker. At normal cooking temps i.e. 150 - 160 Degrees it doesn't seem to heat up properly, yet the temperature light goes off indicating that it has reached the set temperature. When I increase the temp to 200 - 220 Degrees I can see the element turning red behind the oven back plate. As I'm in a wheelchair, I cannot take of the back plate to see what's going on. Is the problem with the element or the thermostat?
