1995 Iveco Turbo Daily 2.5 White Smoke on Start up?

When starting my van from cold it white smokes like a chimney until warmed up then its fine. I was told it could be air in the fuel, which there was so all fuel lines have been replaced as has fuel filter. As I understand it this engine doesn't have heater plugs instead it has a termostarter in the inlet manifold so by the fact it is starting I'm assuming its probably not that. The last thing I know to try is diesel pump timing which I will check but other than that I'm out of ideas. Its definitely not blue or black smoke, I though white was either air or heat related. Any ideas?

If its white smoke its related to water. Sounds like head gasket.
