won't start?

My son as a Yamaha jog r we have put new he's and piston on and it still won't start there is no oil or petrol getting through what do you suggest?

Did he fit the piston the right was around ie the ring pegs on the inlet side are the rings in the right grooves and are they up the right way,did he use new gaskets as this model is prone to the head gasket leaking.
