Take filter off and spray with carb cleaner.
Works for me, also, make sure choke is in the off position. (not closed).
I use these all the time, Pro Gardener.
Good machines if you clean them regular.

Could be a gummed up carb. Take apart to clean, if poss. MAKE DRAWEINGS OF WHERE BITS GO BEFORE YOU GET LOST.
