The grill works, and the thermostat works and so does the fan. Is this just a case of changing the heating element for the oven?

Very likely. Should be simple but be careful to make a note of which bits go where and don't forget to isolate the cooker before starting work.

Should be one or two videos around for replacing cooker fan oven elements. If there's one fo ryour make/model, so well and good but if not have a look at a few and you'll get the general principles.
