Hoover TV630 001 Tumbledrier not heating?

The filter care light is on continuously. The heating elements are both 24.9 ohms and the thermostat and the safety cutout mounted above the elements are zero ohms. Is there anything else on the machine which can cause this? Could really do with a circuit diagram!

Sorry, I gave wrong info - the elements are each 49 ohms!
Update - found intermittent bad connection to heater elements so might be able to re-crimp.
