CTD40P Hotpoint Tumble Dryer?

Hi There, I have replaced heating elements for the Hotpoint CTD 40P tumble dryer, complete with Thermostats. It is not heating up.

Upon switching on the dryer, the drying light comes on, Rotation begins, after about 30 seconds the Rotation pauses for a few seconds and then continues but then the COOL TUMBLE light comes on, touching the back panel where the Element is located it is cold, doesn't seem as the element switched on at anytime.

However, I just removed the fan blade and let the dryer rotate for few seconds and then again touched the back panel the element was activated, it was hot. The groves on the Blade are worn out.

Any suggestions will be appreciated and welcome.
