It's a Seiko Chiming Wall Clock - you might have said - it will either be battery related or movement related - you do not mention the battery condition but if you have put in new then you might check the condition of the contacts in the battery holder for corrosion. Otherwise it's the movement.
Can you fix it? I doubt very much that you can but in the UK ebay have repair kits for about $50 - Seiko Chiming
