what to do about the goo?

i am thinking of buying a rover 400 on a t reg and it runs great, but the oil cap has whight goo in it, does this mean head gasket is going or is it nothing to worry about, it only has 61000 miles on clock, should i buy or not.

it could be just because the vehicle has only been doing short journeys and the engine hasnt got hot enough but these engines are notorious for head gaskets so get them to drop the price incase....its not a horrible job
