ATCO Admiral 16S how do i replace the starter cord ?

I have removed the finger guard on my Atco Admiral 16 S. The cord cover seems to be held in by large headed Pop Rivets,do i have to drill the heads off the rivets to be able to able to gain access to the cord drum

Think also about how the engine was put together in the factory - is it reasonable that they fitted the cord and then put a lid on with pop rivets?
