It's a dishwasher of unknown make and model - lights flash but it fails to operate - my guess is that there's no water entering the machine - without water nothing can happen - and that's just what you've got - nothing happening. The water inlet valve may be defective - or perhaps the water supply is turned off.
Does the troubleshooting section of the user guide give any clue?
