There will be something caught in the pump stopping the filter from turning. You only have 2 options. Either force the filter and break it out then buy a new filter or remove the silicon and wood so you can get at the back of the pump and remove the back half. Next time think ahead about possible repairs before putting the machine up there. What do you think will happen if a service person comes out and needs to get access to the motor or belt etc. Do you expect him to lift it down?
