fan runs in the electric oven but wont heat also red indicator wont light up until temperature dial is turned up to full then stays on for short time then goes off.

I have rangemaster 90 with both electric and gas ovens. The gas oven will not light beyond the pilot flame. I gave changed the gas failure valve and checked there is 240v present on the GF valve when the gas oven control is turned in. It seems as though there is a restriction in the gas flow. Maybe it is a fault within the gas control knob/valve. Is there a way to test this please? Thank you
