Telecom Veritas alarm?

The above alarm has the reset flashing , changed main battery as I had a problem with main fuse in house restricting power , changed fuse in spur and checked fuses in box , still flashing !!!!! Help

Tamper alarm goes off internally only no outside alarm enter code and reset okay for awhile then goes off again what cold the fault be
