Is the water tank supposed to have both holes clear?

I cannot get any steam from my MR 42223. I have descaled etc. but the water light is still lit and no steam If I give the tank a thump it momentarily flicks off and on to the steam light. On the water tank are both holes meant to be open as one of mine is solid and this is the one that the water pipe leads to. I'm confused!

If the design has two holes then there'll be a reason for two holes - they would not put in a hole and then deliberately block it up.

Perhaps one hole is an inlet and the other an outlet.
Perhaps they should both be open
Perhaps this is why you've got steam issues
