You will need to get it onto a code reader regarding your anti pollution fault,your air con and fan on constantly could be related to your external temp. sensor,on Peugeots it is usually in your door mirror,could be either n/s or o/s but look for a wee pimple under the mirror assy itself,it may not be the actual sensor itself but a wiring fault in the door loom itself,pay particular attention where the wiring loom flexes at the door pillar, know of a couple of faults on Peugeots you are describing and that was the problem,good luck.
