fault code F5 ?

My kenwood KID60B12 dishwasher keeps displaying error code F5 I have checked the filter on the inlet hose several times but it is still happening. Any suggestions.

If the filer is clear but the machine can't fill there must be another cause.
Is water getting thru the hose? (Is the tap "off"?)
Is the inlet valve OK?
