ford fiesta zetec 2006?

when i turn the key the red lights come on as normal but the car wont turn over ,it has had a new battery and on the bottom part of the dash the red round light comes on ,at first the light is orange then it turns red

When you turn the key to start if you are getting 12volts to the small wire on the starter solenoid then suspect faulty starter
