why does peugeot 106 diesel 1996 reg struggle to start when cold?

my car will start perfectly in the summer but as soon as the cold weather comes it wont start. heater plugs have been changed.

your glow plug relay may be faulty ,use a test light on the glowplugs to see if they become live when you turn ignition on.
