I pull it apart & it looks like there is a part missing, there are 2 pins there, it looks like the pad has come out? Can you please help me.

No. You gave a rambling account of what happens and what you see, without even mentioning what you are trying to fix (one assumes a lawn mower), nor the make nor the model.

You are not really helping much, are you?

You MAY, with a suitably diligent bit of searching, be able to find a parts diagram or even a maintenance manual, for either the mower or the engine it uses.
