Have you checked the drive belt tension? Either adjust the tension or (probably the better bet, long term) get a replacement belt.

Had the capacitors checked both ok , could it be the motor gone on the cement mixer

Replace the Start/Run capacitor - an easy job and they don't cost much - Amazon will sell you one. I just guess...
