Should you change the fan?

Probably not - I guess you didn't test the element to see if it was good or bad before you changed it on a guess. And it's difficult to come to the conclusion that the fan might somehow be stopping the element (two elements in your case) from working.

A reasonable conclusion is that both the element and the fan were good to begin with - the question is what could cause BOTH element and fan to not work?

If your cooker has a clock then that may well be the culprit - but I only guess. A defective clock or a clock set to auto will cause the symptom you report.

I suggest you buy yourself a cheap test meter - Amazon have one for less than £4. Or call in a service engineer.
