Not sure if you are making a statement or asking something. Obvious thing to do would be stop it after say 5 minutes and see if the clothes are warming up. If still cold then obviously the heater is not working. Why it is not working, I can't say without being there and doing some checks & testing. It could be one of several things. No make or model given so that doesn't help either. Best to call a repair company to take a look.
