Peugeot?

Peugeot Partner Combi 2 ltr 2003
Slow Cranking and won't start if weather cold.
New battry 8 months ago tests ok and no signs of current leakage.
Is it a possible starter fault?

Possible starter fault maybe but also possible poor joint somewhere in the heavy wiring from battery + to solenoid, solenoid to starter, engine earth braid to chassis, chassis to battery -.

One check that sometimes shows things like that up is to feel each connection immediately after cranking. A poor joint may feel warm.
