Try to confirm whether the problem is in the.phone or the line. Try a known good phone on your line. If the problem goes away, it's likely the phone is faulty. If the problem doesn't go away, it's likely to be the line, so complain to your provider (and God help you if that's TalkTalk).
You can get further confirmation by plugging your phone in, in someone else's line.
