johnstone starley j25-32, why does burner only burn half length?

Burner burns clean and full length until fan comes in. The flame then only burns for the first 1/3 to 1/2 of burner length.
any ideas?

possible damage to your heat exchanger or flue is faulty and is causing vitiation stop using it !!!! get it checked!!!
