How do I smooth a chip in a glass bowl?

I have a very large, clear glass bowl with a small chip on the inside of the rim. The chip is somewhat rough, and I want to make that area smooth to prevent further chipping and possibly injury to someone's hand or finger. I've heard of something called " jeweler's cloth" that might smooth the area, but I've had no success in finding any. Also, I have a cordless Dremel capable of polishing and smoothing. I'm inexperienced with this tool, and need advice on its use for such a project. Can you help me find a method to smooth this small chip?

What I do is to use a thin sanding sponge. They conform to the shape of whatever your using them on. Depending on the size and sharpness of the chip, I'll use anywhere from 100 grit to 220 grit. And I always finish it off with the 220 grit.

I do this withtreasured wine glasses; however, the glass may be considerably thinner than what a large bowl would require.

Use an ordinary STEEL nail file, (not an emery board).
File it down gently whenever you're relaxing for a moment. Any rough edges will disappear, and if the chip is small enough - so will the chip.
Regardless: it will be smooth, rounded, and no further danger to anyoine.
