How can i fix my tumble dryer - water inside?

I bought a tumble dryer off ebay and there is no problem with it as when we collected it we saw it working but as they lifted it into the car the water hadn't been emptied, i think water has got into the electrics as when i try to start it, all the sockets in the house are tripped?

Is this just a case of waiting for the electrics to dry out?

I have had this problem in the past when I moved house. Water got inside the condenser dryer and it would constantly trip the circuits. I paid an engineer a call out charge only to tell me to let it dry out!!
Sure enough it was fine after a couple of days.
