How can I get my Bissell 25a3 to spray water to the floor?

Bissell 25a3 had clogged looses and spray nozzles. Removed all hoses and cleaned them out, cleaned out nozzles. Reinstalled. Now the water will only come out the tool. Took pictures before removing anything. Double checked reassembly. I’m stumped
