No accessory mode electrics unless engine running?

I have a 2008 Berlingo van, electric windows etc only work when engine is running. No accessory mode, I assumed all vehicles should have electrics on when key is in second position
Any ideas

Maybe van in economy mode , this limits any accessories running to save battery , could be a weak battery problem.
