I managed to get the belt on mine, by putting it on the motor first, then around the drum, as far as I could, then using 2 screwdrivers under the belt, I managed to work it on.

forget the soaking it stuff, the top tip for this is as follows.
Look underneath the motor where it is screwed to the floor of the machine. there are 3 screws. Loosen them as much as possible but done fully undo.
This will give enough free play in the motor to accomodate the very tight belt.
Move the motor toward the drum and slip the belt on using the pulling with the old belt method.
Once on, simple tighten motor screws and bobs your uncle. Whole job takes less than 30 mins.

WE MANAGED WITHOUT THE SPECIAL TOOL AND HOT WATER.
LAY THE MACHINE ON ITS LEFT HAND SIDE AND REMOVE THE RIGHT HAND SIDE PANEL TO REVEAL THE BELT DRIVE.
PUT THE NEW BELT OVER THE DRUM.
ON THE BOTTOM PANEL YOU WILL NOTICE FOUR LITTLE SLITS THAT COINCIDE WITH THE POSITIONING OF THE BELT DRIVE AND COINCIDENTALLY ARE EXACTLY THE SAME SIZE AS THE BELT WIDTH.
USING THE OLD SPLIT BELT THREAD ONE END THROUGH ONE OF THE SLITS, SLIDE IT UNDER THE NEW BELT ON THE DRUM AND THREAD THE END BACK THROUGH ONE OF THE OTHER SLITS ON THE BASE.
YOU CAN NOW HOLD BOTH ENDS OF THE OLD BELT WHICH IS LOOPED THROUGH THE NEW BELT, PULL BOTH OF THESE ENDS THUS STRETCHING THE NEW BELT, YOU WILL NEED A SECOND PAIR OF HANDS READY TO SLIP THE STRETCHED BELT OVER THE DRIVE. THIS METHOD WORKED VERY EASILY.

You need a special tool. However, soak the belt in very hot water and then force-stretch it on. It's very hard and you may need a second pair of hands but it can be done.
