You haven't stated what the vehicle is, or if the pump is working.
If pump is working (You should be able to hear it)
1. Check for a blockage on the washer nozzle first.
2. Check the washer pipe has not been pinched against body of car and the tail gate.
3.Check for a blockage at the base of the washer reservoir.
4. If this fault has only happened after a frost, check that the washer pipe has not "blown off" inside the tail gate through water pressure against a frozen nozzle. If this is the case you will find a wet boot carpet or a rear tail gate "swashing" with water.
