how can I fix my hedge trimmer?

my Black and Decker GT25 hedge trimmer is only 2 years old and has only been used 4 or 5 times, when I run it without any load it seems ok , but as soon as I attempt to cut even a 5mm branch the blades stop moving completely, it's a bit like when a clutch fails on a motor car

at the end of the blade there is -2- sheer pins that hold the plan down in place. it sounds like at least one of them is broken. It's possible to take it apart and replace the pins but may be very difficult.
