how to repair the retractable cord?

cord does not retrct completely and wants to retract all the time. it will not "window shade" the model is the kenmore whispertone cannister

the cord rewind is spring loaded - inside is a gravity pawl that rotates downward and catches on a plastic or metal piece inside the cord reel. if this pawl is broken or its shaft is broken you'll need a new rewind.
