how can i fix my gilera runner 50cc?

its stuck in my garage and i really need it despratly wen i turn the key and try the brake and egnition but nothing happens i just get a clicking noise and the foot start wont even move i need some serious help

it sounds like it is seized up to me was it running ok before it got put in the garage?i would suggest putting alot of wd40 it the hole that the spark plug goes into and leaving it for a day or so and trying to kick it again.
