How can I fix Hoover Ultracare 1600 that won't empty?

I've checked the outlet pipe and looked in the filter yet it still won't spin and empty the water from the system. It seems to work ok on a speed wash so I suspect it may be something to do with the electronics or it isn't heating the water.
