How do I fix a stiff hot water tap?

My bathroom sink hot water tap will turn on fully, but is very stiff. What can I do to repair it?

In some cases it's a build up of lime. I've also been told that some of the cheaper taps react to the hot water and the shaft expands but is unusual.
Remove the tap head and try WD40 on the shaft. It cured mine albeit for a couple of months. Another way but it requires tap dismantling is to apply vasalene to the shaft of the tap.
