transit 2001 t260 2.0l dura torq lack of power?

lack of power through all gears down to 45 mph up hills on m-ways ford fitted new injector pump and told me to fit new turbo once fitted still no better any sugestions to wot it could be

The catalytic could be blocked or broken up. Often over looked as you can not see inside just because gases can be seen to exit exhaust it might be 85% all the gases must have 100% full access to excape . Fitt new and be surprized. Andy

it goes straight off after turning ignition on. do they have glow plugs on when its direct injection?. any more ideas?
