Tappet settings?

Can anyone help - just replaced cylinder head on a friend's Seat Marbella 1993 - think tappets need re-setting - anyone know the settings? Also can't seem to get the b...y thing to tick over!!

INLET 0.15mm COLD
EXHAUST 0.20mm COLD
tick over , couldnt say without seeing or more detail. ok
