You can often get a copy from the manufacturer of the PC or Microsoft (if you have one of the hologram labels with a number on the PC).

Having said that reinstalling XP is unlikely to fix a TCP/IP problem - especially if you keep your settings. I suggest that you repost your problem in the Internet box with a bit more detail.
