Self-propelled faeture not working?

I have a Kenmore upright vacuum - model 473 38810. The self-propelled feature is no longer working. What are the common things to look at to fix this?

The steel cable could be frayed at the bottom or broken in the handle, or could be a worn small belt. Check the belt first, if it hasn't been replaced for a while.
