How do I adjust spokes to make wheel spin 'true' round?

Roadmaster Sport 18-speed rear wheel spins 'untrue', i.e., wobbles back and forth...intermittently rubs brake pad. I don't think this is an axle alignment problem, though it might be. Which spoke(s) have what effect on which part(s) of the wheel relative to the spoke being adjusted? Tightening has what effect where? Ditto loosening?

CHECK THE SPINDLE ISNT BENT AS THIS IS A COMMON CAUSE FOR THINKING THAT THE WHEEL IS OUT OF TRUE
AS FOR RETRUING THE WHEEL DONT TRY TO DO IT YOURSELF WHEEL TRUING AND BUILDING IS A SKILL PUT THE WHEEL INTO A BIKE SHOP AND GET THEM TO DO IT IT WILL ONLY COST A FIVER TO GET IT RUNNING RIGHT AGAIN
